Task Group Description:

Since 1979, Healthy People has provided science-based, 10-year national objectives for promoting health and preventing disease. Healthy People’s mission and objectives have national and state significance. Most states and national health agencies integrate Healthy People objectives into their strategic planning documents. In addition, much federal funding is aligned with achieving the Healthy People objectives. Healthy People 2010 did not include tobacco cessation health systems change in its mission or objectives. The Collaborative recommends that the HP 2020 mission and objectives include health systems change, and agreed to pursue several tobacco-related objectives that cover major components of health systems change. The following five objectives will be submitted to HP 2020 on behalf of the Collaborative.

Recommended Actions:

  • Increase health insurance coverage and reimbursement for evidenced-based tobacco dependence treatment.
  • Increase national health care clinician rates of brief tobacco interventions, such as the 3 A’s (Asking, Advising, and Assisting patients to quit smoking).
  • Increase the number of smokers reached by quitlines.
  • Increase the number of mental health and substance abuse providers who treat tobacco dependence.
  • Increase the level of tobacco cessation training and education available to health care clinicians.
